The Inhumans were side characters for the FF4 too, but branched into their own thing that never really caught on or got fleshed out enough. They got brought back into relevancy recently with Black Bolt being on the Illumanti.

The Inhumans ARENT the X-Men, in shallow comparison, sure. BUT Marvel has never actually tried to flesh out the differences to make them stand out on their own and are very obviously just trying to substitute the mutants for Inhumans because of movie-right stuff with Fox and the X-Men.
