Steve Rogers was never supposed to get a pass. Remember, with a twelve month timeline this means Secret Empire was being planned and written at the height of the SJW push. Secret Wars was supposed to remove the Fantastic Four from main plots and Secret Empire was supposed to thrash every original avengers character to the point of irredeemability. Nazi-cap is bested by Sam-cap (and black Spiderman), who replaces him, Banner is dead, Chulk fills the gap. Whor beats unworthy sympathizer nazi odenson, kate bishop replaces killer douche hawkeye, New wasp has a built in hook with Pym-tron. Riri for Stark, Viv for Vision. Now the whole classic line has been replaced.
This event was going to be the SJW version of the end of the Godfather. With "Legacy" being the lead in to the launch of new tittles. Marvel is now in total damage control mode, without admitting there's any damage, and this clusterfuck of an event is only the beggining.

It's very obvious.

Hydracap was suppose to be fixed. Then the day is saved thanks to the legacy characters and the adults/originals bow down to them and admit they need to change and get with the times (and Sam Wilson stays as Captain America).

Except Captain #BLM aka Sam Wilson's sales were garbage, Hydracap pissed people off, and diversity sales went down.
Because of this they decided to scrap stuff and rewrite most of it. They also decided to add the Generations miniseries to trick people that the originals were coming back (when it was just a pointless time travel story that doesn't matter).

All this is just a temporary solution until Infinty Wars comes out and they can have the REAL relaunch around a Thanos event.

The worst part was saying that Secret Empire would have a battle of Steve's Soul. Like we would see Steve having questions, regrets, something inside him stirring and break his hydra conditioning or something -- this lines up with HydraSteve being able to lift up Mjolnir.

I feel following the backlash, they changed it, that explains the extra pages here and there and the delay for issue 6 and the extra issue added (Secret Empire #10) -- because they actually changed the story in a fly -- and made the battle of Steves literal with the fucking Dragon Balls.

They went from HydraSteve, deep down having doubts and issues and breaking out of his Hydraness because that's how pure he is -- and into the idea of Steve becoming flesh and fighting HydraSteve -- in part because HydraSteve became completely unredeemable.

Even if HydraSteve were to break from his conditioning, he was too damaged... Rick Jones' death, Las Vegas and so on...
