I'd think the ideal answer is an land-based character or land-animal-based character. Really, someone like Red Tornado would be a better match for Aquaman if going the three "phases", someone like Croc would be a better match with Hawkman is focusing on the animal side.

If the lands itself I'd say someone like Geo-Force. If the animal is the focus, then Cheetah.
