What is the best way to decide how the laws of nature affect a super hero's power?
ie intangible man can still breathe oxygen and if he is intangible why does gravity affect a person with no mass?

Doesn't matter, just be consistent.
Something having no mass is already a problem. We can't find the particles responsible so you've fucked anatomy to a hilarious degree.
The normal laws do not affect most fictional characters.
I actually think about that kind of stuff, and it's fun to play with if you wanted to surround a whole series with it. Like powers that on paper could be cool, but most people are lacking secondary characteristics to make them particularly effective, or limitations based on the physics involved.
for example someone turns invisible but they are blind while doing it because the light just passes through their retina
or super strength without the super durability so even if you can lift something heavy your joints and skeleton might not be able to take it
unfortunately boku no casual bait probably does that kind of thing the best right now.
Wouldn't stopping time prevent any light from reaching your retinas, thereby rendering you effectively blind?
