Canada has a law where x amount of content has to be produced in Canada. If they redub a show it counts as a Canadian produced show. This is also why Ocean continued to dub DBZ when Funimation was also doing their own dub.

They didn't even bother trying in the Japanese dub, he speaks completely normally. I'd link something but NicoVideo requires you to register to view videos and you can't skip ahead to an un-buffered part of the video without paying money. Just search "King of the Hill" on there.
