I'm trying desperately to remember what this cartoon was I saw maybe 10 years ago. Flickers of memory have been popping into my head and I'm not sure how accurate the information is.
The majority of the show was still screen pictures of the character or their surroundings, where the image maybe being panned across, or small things would blink or glow, and the whole image wouldn't change too often. The image was usually made up of black and one other color. Each of the main characters had their own color. Low budget.
The story was driven by voice over and sound effects of the characters talking in first person I thiiiink.
There were four characters who were strangers to each other, all stumbling upon a similar secret over time.
Each episode centered around on specific character.
It was set iQn modernish times, enough that computers were available.
One character was a white male hacker who seemed to be stumbling upon the most of the secret faster than the others
I waaaaant to say there was a black female character?
The show was shorter than a half hour.
I don't remember it on television, and either saw it on youtube or dowloaded the episodes.
I don't recall it being a particularly good show but I'm curious to see it again.
The picture isn't from it but it may or may not be similar still frame art styles. Like I said, it's been a decade.

Based on your description, it sounds like Broken Saints - and I hope that's what you're looking for because not enough people know about it. It started off as an animated comic on Newgrounds (I believe) back in 2001. It then got a DVD release sometime in the mid-2000s with some revamped art and better audio quality.
But it sounds just like you're describing. Four characters from around the world discover something and their paths end up crossing. Raimi Matthews would be your white haker. Shandala is the main chick and she's from an island but not black. Then there's an a guy from Iraq and a Shinto priest.
