Because not only does he not really give a shit, but he's just not that powerful. It's stated that he couldn't stop all the nukes once they were let loose. If a country notices him start to destroy their supply they'll probably shoot off what they can in a panic.

He never wanted to be a superhero, or a "god", he just wanted to make Watches. The only reason he pulled himself back together in the first place was his skill at making Watches. He was convinced he was a god based on propaganda, but after learning Silk Spectre's origins he learns he is not in fact Dr. Manhattan, and finally discovers his Superhero identity and goes to TRY and save the day.

Sometimes it's required of a character to make choices not in line with their abilities to advance the plot. Often, a writer will make a character imperfect to create this drama by providing them a flaw that makes their in canon actions understandable. This doesn't always succeed and causes logical breaks in the narrative such as:

Moore wrote Dr. Manhattan as a character who had become detached from humanity as his ability to view and interact with the observable universe achieved a quantum level. He saw life and the actions of living things as an aberration or anachronistic, in so far as its interactions didn't have the same logic he saw in the universe. His childhood watching his father work on something with direct a to be cause and effect made his worldview at its baseline a logical. When he is able to see the connected dots between the rape of Sally Jupiter and Laurie's birth basically their implied reconciliation and copulation causing Laurie (I feel like the fight Sally has with Laurie's step dad during the flash backs implies this and ultimately causing him to see that cause and effect can have more tangential results which are interesting to observe and experiment with. Which all scientists should understand, due to experimentation requiring a control and variable thus making Manhattan, kind of a bad scientist imo. Or at least a tunnel visioned one.
