There are dozens of variants of "Ray's Pizza" in NYC. Partially due to this, people will often refer to "Ray's" as having the best pizza in the city, which has created the, likely fictional, belief that there is a singular "Ray's" joint that is the source of the rumors.
It comes down to one guy who made good pizza, that got overhyped by everyone saying that everyone else hasn't gone to the "real Ray's" and insisting that their local place was better.
The ur-example is Ray's Pizza, established in the late 50s. A second location, Ray's Pizza II was opened in the early 60s, then purchased by a second party, who eventually renamed it Famous Ray's Pizza. Other people threw other names on it, including Original, Real, First and Not.
It's a super New York joke.
