Originally, Wolverine wasn't much taller than Puck who is a literal dwarf. So yes, he's supposed to be that short.

Of course post Jackman, most artist draw him being tall enough that he can stare Cyclops in the eye.

Depends on the writer, but I will say that in Wolverine's solo title throughout the 90's, Larry Hama employed "bub," "darlin'," "kanucklehead," "flamin'," always wrote of as o', and you as ya to the point where some issues were written in a particular dialect of English you could call Wolverese. Garth Ennis famously and mercilessly parodied this in one issue of his ("non-canon") Punisher MAX run where Wolverine's every line of dialogue was indistuingishable from a stereotype prospector and completely ridiculous and yet--this was the funny part if you were a fan of Wolverine and Punisher both---totally true to the character's conventional aphorisms and ticks.

After that Punisher issue, Wolverisms conspicuously became much less frequent.
