It kinda made sense in the wake of all the CADMUS shit that had gone on in JLU, if you look at it as Waller gaining a ladyboner for Batman after seeing him handle shit on his own over and over.
Overall I think a lot of people miss that Bruce never told Terry because he didn't want to reinforce everything you nerds are complaining about, he wanted Terry to be his own person, and he wanted to respect the memory of the man who raised him, the fact it's his actual son changes nothing about Terry in the end really.

Youre absolutely correct. Damian is mostly a shit character due to his garbage origin (al ghuls) and how the character is almost always stagnant, but his ending as becoming Batman is probably the one thing theyve currently gotten right about him. They need to reboot Damian so that everything else about him is just as good. The only other characters that can replace batman are dick and john blake from the nolanverse, and the only reason Dick is on that list is because nightwing is a horrible character

Damian's really the only one who would want to be Batman in the first place. Dick's always only gotten the role as a "if I don't who will?" sort of deal, and Tim's always been all about how he doesn't want to become like Bruce. I could see Jason only stepping up if literally no one else would, but I think that the best end for Jason would be settling down and retiring.
