By the time the turtles hit the air waves the commercialism of the 80s was already in full swing thanks to properties like He-Man, but wasn't nearly as bad as the 90s would become where a simple Batman figure had 50,000 variations.
While it's easy to believe that the Technodrome was made so it could become a toy just as easily it could have started as a design which would later become a toy under the "make a toy for everything" think of the 80s.

Personally I played with it as a kid and I have a hard time believing that the clunky piece of shit started as a toy because they would have designed something easier to open up and play with.

When we're talking about "inventing Krang", I assume he's talking about the design for the weird ass robot body, which was one of the few instances of something showing up on the show long before being a toy.

Pretty sure he was busy composing Slalom at the time.

Found some concept art dated around May 1987, implying it was being drawn up before the show was in development.
