I've seen worse cartoons. At least it knew it was crappy. I think that's admirable. Not as admirable as just making a good show but not everyone who dreams is capable.

Ok, I saw it on day one, I was there when it was on Kids WB back to back with Coconut Fred.

Yeah, I liked it, but only until they changed the intro.

Also, looking back on it, Bling Bling Boy had a surprisingly large amount of lore behind him compared to the rest of the cast.

The problem is that networks take cheaply produced shows that might have a few redeeming qualities and put them on a "air it till you hate it" schedule that usually ends up having newcomers suffer because of the show being a safe investment instead of the new property.

Johnny Test, TTG and later Spongebob are prime examples.

Johnny Test is mediocre.
It's harmless but generic.
People only hated it because it took so much airtime and how relatively cheap it is but in this modern day and age where Teen Titan Go's a thing and people moved on to online streaming, the hatred toward Johnny Test is now moot.
Still savagely hating on it is pointless and will make you look autistic but that doesn't mean you have to like it.

Does anyone remember how the first season had decent animation and a decent theme song, and then they just threw it all away?

The Pokemon parody episodes however were some of the best Pokemon parodies ever put on TV.

First, second season were funny. Not overly hilarious, just enough for me to chuckle at.
