I'll agree that it's better than War or Atlantis or any of that utter garbage, but that's like saying Batman v Superman is way better than Man of Steel. They're both just awful.

It doesn't stand up to Timm's other recent DCU movies. Killing Joke, flawed as it was, was a better story with better execution. Gods and Monsters was legitimately good.
