That's a weird question to tackle, because from a modern context the movie comes off as corny and clunky. Plus, there was still a reluctance to go "full comic costumes," but looking back, I can at least understand and respect that choice.
But from its own era, it was amazing and opened the door for a lot more Marvel and superhero movies in general. Yes, Blade and a few others came before it, but X-Men was a team book that at least tried to be "for the fans" and that set up a model that still exists to day.

the film was early capeshit and it gets points for that. it stumbled on a few things that worked well, but it made a ton of mistakes and missed opportunities.
no fan favorites like nightcrawler or colossus or beast. wasted sabertooth by making him a bumbling henchman. casted an awkward american actress to play storm. writing a plot where magneto changes people into mutates but not using any of the mutates from the comics. tacticool flight suits. i could probably go on.
