Norman and Harry are Best Goblins, but I find Jason more fun to read about than Kingsley and his plot armor.

Scorpion and Electro were genuine threats in their first appearances and can still be. Macendale's introduction to Spider-Man was him being all talk, being a pathetic coward when Spider-Man shows him what he's made of and being embarrasingly defeated.
And considering that Mackie, the guy who sucked him off the most, couldn't decide whether Macendale was a genuinely pathetic loser or a SUPER-BADASS EX-CIA EX-SPECIAL FORCES MERCENARY who can go toe-to-toe with fucking Moon Knight, it was unbelievably annoying

That's the life story of most career supervillains. That's the formula. If you're complaining about that, superhero comics may not be for you.
And like most career supervillains, Macendale was as formidable and as brave as the story required him to be. The few Jack O'Lantern appearances where he was cowardly are outweighed by issues where he's not, and the one time Mackie wrote him as being easily defeated was obviously done to set up a story where he upgrades his powers.
DeFalco gave him the ex-marine, ex-CIA, mercenary soldier backstory, and DeMatteis gave him a connection to Moon Knight, Mackie didn't just make all of that up.
Can we go back to talking about Norman & Gwen together forever now?

Nope. Stern told his editors who the Hobgoblin was (Tom DeFalco). DeFalco didn't buy it so he decided to make the Hobgoblin Richard Fisk and Roderick Kingsley the Rose.
Then Christopher Priest ironically made DeFalco 's life an editorial nightmare and he left the comic leaving Priest to clean up the mess. Priest was like, "Fuck it it's-- oh right I killed Ned. PAD! Fix this!" PAD was like, "Meh I'll connect it all to my big villain in my Spidey comic!"
