It's literally the soap opera formula. You exploit the natural desire to know what happens next.
You hook the viewer by NOT resolving anything. Just when it looks like there might be a resolution, you cut to a separate plot. Try to have a few going, so when one does resolve, the audience keeps coming back to see what's going on in the others. Hold off reveal until the anticipation is almost unbearable, but not past the point where people get pissed off and walk away. When you do get around to a reveal, it can be awesome or it can be lame, it doesn't matter because the audience will talk about it and reinforce their desire to see what happens next.
This only works well if you update regularly and preferably daily. If too much time passes between episodes, people find other things to wonder about and wander off. But if you keep feeding the curiosity machine, they'll keep coming back.
Soap operas don't have to be written well, and they don't have to be acted well, so long as they keep the audience wondering what's going to happen. Even total hacks can make serious bank with the soap opera formula.
