It doesn't matter if Starfire has a meta gene(and she can't because that's a human specific piece of genetic code). What matters is that babs doesn't which leaves Starfire via process of elimination. The main confusion here is from the fact that he doesn't have any of the other obvious genetic traits like he should from Starfire like even a slight tan.
He seems more like a kryptonian as far as things go but his eyelasers have kicked in too late compared to other Superman and all of the Superboys.
Plus part of Starfire's powers are the result of horrific experimentation so they shouldn't be completely genetic.
