Because the more heavy a disguise is the easier it is to catch on. Imagine if some dramatic bitch threw her drink in his face and half his disguise fell off? Or something happened and his eyebrow went on the floor?
It'd be a disaster waiting to happen. I think it'd be more logical for Bruce to take one slightly notable scar from a knife and then just redesign his cowl to better protect his whole head.
