Lex doesn't see himself as "humanity's best", he sees himself as above the entire human race. He has no illusions that humanity is special.

Lex hates Superman because Lex is a sociopath that can't understand the concept of empathy or selflessness. He thinks Superman does what he does solely for the glory and wants to expose him as a fraud and a hypocrite who is as selfish as him.

Lex isn't scared of Superman. He doesn't think he's a monster. He's jealous that people like him more than himself. He hates that even with all the humanitarian shit Lex does, even with all the technology he's brought to people, everyone still sees him as a gloryhound asshole while Superman is some emblem of hope and selflessness.
