Enough people complaining about generals and the creation of /mlp/ added to the idea of just running off generals instead of telling people to deal. Then there's how generals can get to point where they aren't discussing or posting anything new.
Something like /cog/ doesn't work because there isn't actually enough of a need or population for that, just look at how many /co/ generals are on /trash/ and see how not too much actually happens in them.
The pushing to /trash/ is just a way to look like something's actually being done for the people who complain, and to push anything the mods don't like or they feel has a tendency of attracting an unattractive crowd without having to do too much work. Ironically by being sent to /trash/ it's possible that people change to fit their surroundings, getting worse over time and becoming the thing they're mocked as being, hurting the threads when they're "allowed" to come back to /co/.

I think the reason why /trash/ generals have low users isn't because generals aren't in demand, it's because it's /trash/. People either don't know it exists, or don't want to go there because it's gross. Compare /co/sug/ and /trash/sug/, the latter is much slower compared to the former. If /cog/ existed, it would definitely have more traffic than the /trash/ generals.

Plus, you don't need high traffic for a board to exist. Doesn't this site have a board for origami or some shit?

I think the key break in the logic is when Enid does something super extra selfless and Elodie decides to be a total supercunt and make up a story that is almost definitely a lie about how their entire friendship was just to learn her moves.. even though that makes no sense and they only just found out about the contest.
