I love this page. I love how the writer really hits the dynamic of Flash and his enemies. It's a game of cat and mouse. Flash basically contained them by presenting a challenge.

I got this issue signed by William Messner-Loebs a few years back. He was delighted when I told him it was one of my favorite stories from his run and said it was one of his favorites to work on. He said that this issue came about due to a ridiculous editorial mandate saying that if they didn't use the Rogues in a Flash story, they were going to be split up and relegated to other titles (as was the case with Boomerang in Suicide Squad). Therefore, WML decided to cram them all into a lighthearted story to keep them from being taken away from the Flash's ongoing.
