No, because teleportation lets you move through objects and superspeed doesn't (okay, I know about that vibration bullshit that lets Flash phase through material but that's bullshit, it's not logically a part of the superspeed package). You can also teleport straight up in the air, for example, which speed won't help you with.

That's why it annoys me when some idiots call Wesker's on-and-off short burst superspeed "teleporting". He's not teleporting, he's just sprinting so fast you can't see him. If he teleported, he could go through walls.

Anything is redundant with the bullshit Speed Force includes. Regular superspeed and teleportation can work well together.
