The Friedrich chapter mentions that they were tipped off that smuggling was happening and tried to shut it down, but were never able to find any kind of evidence.
Since we now know Chicadino has magic spying powers, he probably knew exactly when and where police activity and suspicions were at all times.

In the sense that you set something up and "pay it off later," yeah, empty foreshadowing is a thing.

There's been plenty of examples of him setting things up just to have a "payoff" later with no impact. Like the big ol' mess in chapter 2 that ends up coming back up during Freddie's intermission. It's a callback, but...it doesn't have any more impact than if it was introduced then and there. The entirety of the foreshadowing like that is "hey look it's a reference to earlier" and that alone isn't substantial.

He's done it decently, there's just been plenty of times where it's kind of there for its own sake.

You'd have a point if the original page didn't go "THIS IS FORESHADOWING" in the alt text and the page where it connects back didn't specifically frame it in exactly the same way and angle so the audience can immediately go "IT'S THE THING" instead of picking up on it in a re-read. It's very much intended to be a payoff in and of itself.

These kinds of things aren't necessarily bad, there's just quite a few like that where it's acting as if it's a payoff instead of a background detail. There's elements of foreshadowing like you've described that are done as subtle nods back and forth, fuck one example was posted right here in the thread.
