If there were a place in America where they could get equivalent labor for equivalent cost or even anything even remotely close to the cost then they would hire people in America. There are thousands of reasons why you would want to source in-country and thousands of reasons why you wouldn't want to source out-of-country.

First season arnold voice will always be my favorite. back when arnold was just like all the other kids, with flaws, a bad temper, and sometimes just depressed.
in the later seasons they got a new VA. he became the powerplay of the show, he could do no wrong.
fun fact, the S1 VA became torvald in the epiusode where the 5th graders put the 4th graders in the trash.

Season 1 Arnold was the only good Arnold. The rest of the series was propped up by Helga, Phil, the Patakis and some of the other kids. Not to say he was particularly bad, but he definitely stopped having any semblance of an interesting personality.
