That's what I mean. They just remastered the original versions to 1080p and they looked clean as hell. You could see the shadows of the cels and everything.

I thought they kept/sold the cels. I know Disney recycled them sometimes. Its the other stuff they trash or give away. My high school art teacher got calls to clean up after animated movies were made. He had some sweet Iron Giant storyboards clipped together in pseudo booklets, it was hard not to steal one.

Cells are different than masters. Cells are the individual images, each frame, while the masters are the physical recordings of the animated cells.

Because of the way cell animations worked on the master tapes, it can be upscaled to an incredible degree. So, as long as in the company warehouse, they have the originals, they could, in theory, release remasters.

A lot of the cels had been sold off. (Source: I own one.) Typically, these types of remasters are done by rescanning the film that the cels were copied on to. Recollecting every single cel and copying them all again would be an impossible undertaking and even if you could, you would have to make sure every cel is placed in the exact same way it was the first time or else it would look off. Using a new scan of the film print is more often the ideal scenario.
