A lot of writers just have her doing regular magic or straight up reality warping.

With Ewing she's making unlikely things happen and using magic to control the specific outcome

she just used to have chaos manipulation powers aka random shit happens...she was just a mutant, no magic related (don`t pay attention to the witch part of the name)

Then she started to study magic and suddenly was related to Chaos magic and could do magic.

Then she could do reality manipulation and whatever the writers needs her to do from getting jobbed by stilt man to change universe reality (no more mutants)

Right now everyone supposes she still can do the reality manipulation but she not use her powers in that scale until the plot requires it.

So the correct answer is that her powers are a deux ex machina occurrence whenever someone call them to play.

After Steve Englehart had her study magic nobody could decide if she was using mutie power or sorcery. Mark Gruenwald's handbook was very insistent she had no actual magic powers. Other writers ignored this.

Kurt Busiek tried to weld it all together by explaining that she had inherited Magneto's energy powers, but a demon changed the energy to "chaos magic" which she manipulates the way her dad manipulates magnetism.

But most writers ignored this and now Magneto's not her dad anyways.

She was to be born with "simple" probability manipulation powers, courtesy of High Evolutionary.
But she was born on Mount Wundagor, and Chthon acted himself to make her manipulate his own Chaos Magic.
This gave her a "affinity" to magic(which is, at its base, energy\reality manipulation).
