Here’s what happened (and it goes back to what I was saying about the inherent absurdity in certain ideas): At the start of the second season I proposed a story that would have been called “The Most Dangerous Man In The World”. The premise was that Cobra had been holding a mysterious prison in isolation in a secret cell; when he escapes Cobra immediately suspends all operations around the world and begins an intensive search for him. The Joes also begin searching, not knowing who the prisoner is but figuring he must be potentially harmful to Cobra. They get him first and discover he is the Karl Marx / Friedrich Nietzsche of Cobra, the man who created their basic philosophy but who, when he saw how Cobra Commander was misapplying it, criticized Cobra’s leadership and earned their enmity since he’s the only one capable of invalidating their whole raison d’etre. The Joes soon learn he is a prickly and obnoxious sort and in the end when he escapes from them they let him go, figuring he’s more of a threat to Cobra than he is to the rest of the world.

To my delight, Sunbow and Hasbro accepted the idea but before I could begin work on it they told me there was a new character being added to the line-up: Cobra Emperor a.k.a. Serpentor.
I said, “Excuse me?” and asked how he fit into the Cobra chain of command. He’s the supreme leader, they said. I said, “Excuse me?” again and pointed out that we had done nothing to date to indicate there was anyone above Cobra Commander in the line-up and that we couldn’t very well drop him in without explanation. They mulled it over and told me to come up with a suitable origin.

So I developed two ideas. The first, the one I favored, would have Cobra create Serpentor from the DNA of history’s greatest military leaders as a replacement for Cobra Commander’s ineptitude. The other was that there was a heretofore unknown larger, even more secret organization that used Cobra as a pawn. I turned both ideas in. A few days later they called and said great, do it. “Which one?” I asked. Both, sez they.

Well, that pretty much torpedoed “The Most Dangerous Man In The World” because if Cobra was founded and secretly run by a mysterious organization, they wouldn’t go about drawing attention to themselves by proclaiming their philosophy.

So the creation of Serpentor became the plot for the 2nd season opening mini-series, and the story of the super secret organization behind Cobra would become the movie. Now the question became one of where the super secret mysterious organization was located. Since Sunbow and Hasbro didn’t want this organization to be identified with any known country, I suggested it be located in some remote part of the world like Antarctica, the Sahara, or the Himalayas. They liked the Himalayas and then I made my fatal mistake: So that we would know what we were referring to when we wanted to talk about the secret organization, I gave them a placeholder name of “Cobra-La” thinking surely no one would accept that as the final name.

Guess what: They did. (My advice to other writers is never ever come up with a placeholder name you’re not prepared to live with.)

So there you have it: Mea culpa, mea culpa, mea maxima culpa.

This movie is such bullshit, even for it's time.

Cobra-La wants to exterminate humanity through a mutagen but the Cobra Army consists entirely of human beings (including Serpentor), yet they still obey them despite having nothing to gain from that plan and everything to lose. The only member of Cobra who could have benefited from it, Cobra Commander, is mutated anyway as a punishment.

No wonder it was basically ignored for all future projects, it's so fucking retarded and at odds with what came before...

The original cartoon, made by Sunbow, ended with the movie in 1987. A 3rd season was planned, but they lost the license to DiC.

The DiC cartoon didn't start until 1989, and focused on characters who were part of the toy line at the time (plus Scarlett, Lady Jaye, the Baroness and Zarana, due to a lack of new female toys).

The DiC cartoon followed on from the Sunbow series, and tried to maintain continuity with it, so Serpentor appeared in the opening episodes, despite his toy no longer being in production, so Cobra Commander could return and mount a coup.

Serpentor was 'temporarily' turned into an iguana, leaving it open for him to return Hasbro made a new figure.

Transformers vs GI Joe handled Cobra Commander's origin best in my opinion, he starts out with his Marvel origin, but as Cobra grows ends up discovering the remnants of Cobra La and integrating it's technology and belief systems(and some surviving members of the civilization) into that of Cobra the organization

Yeah, it kind of annoyed me that Destro for example was eagerly going along with Cobra-la's plan when in the past he wasn;t afraid to call out Cobra Commander on some his more stupid plans..Then there are Zartan and the Dreadnoks, mercs who aren't afraid to screw over Cobra if it'll be more profitable for them. Yet somehow it never occurred to them that whatever cash or gems they get from Cobra-la will be useless once the rest of humanity has been genocided or turned into ravenous, mutated beasts.

To begin with, when Cobra Commander leads them to Cobra-La, the defeated remnants of a Cobra army don't really have any options except to go along with the snakemen or be killed by the snakemen.

And then Serpentor bends the knee to Golobulus, and seems to have been genetically programmed to obey Cobra-La.

Once Cobra-La reveals it's plan to wipe out humanity, it is a flaw of the movie that none of Cobra have a problem with this, and really think Cobra-La will still have any use for them afterwards. Maybe no-one wanted to allow a Joe/Cobra team-up against the bigger threat.

It could've been a great end to the movie (maybe have Serpentor break free from Cobra-La's control, or maybe just have Destro take over Cobra), but a similar thing happened with the Transformers movie. Everyone was fighting Unicron, but they make sure not to actually show the Autobots and Decepticons working together, and no Decepticons can be seen during victory speech where Rodimus proclaims the war is over.

Both movies introduce a bigger threat and we don't get to see the heroes and villains team up against it.

Cobra-La was a good idea. But like all ideas, it depends on how you use it. Post-movie Cobra La could have just been cute back to being a large village of isolationists who willingly kick out everyone- no coming here for more ninja training, and just pull the roads up afterwards. They've got libraries started in the bronze age, sciences older than the name Europe, etc. They are the ultimate duex ex machina and Do Not Want to be involved in anything. They've kicked out Cobra Commander, they've moved the spore towers, they've closed up shop. The place looks like snow-covered rock, they've moved underground- physically. No one's home, go away now.
Even CC can't sleaze his way back in. The Joes can't hero they're way in. The story picks up it's toys and moves on back to the war-themed struggle of the Joes.

I wonder what Hasbro's real big plans for Cobra-La were. In the end, they ultimately only ever wound up releasing three toys relating back to it-- and in a three pack, no less. They had ideas for vehicles, but none ever saw production.

It strikes me as bizarre because even if Transformers failing at the box office made them rethink their plans, it didn't stop Hasbro from staying the course for the robots in disguise.

Cobra La could still be placed in some remote mountain village. There's a lot of ancient work, like the Voynich manuscript that we don't know what it means, and a lot of books were burned in various oppressions so it wouldn't be too far a stretch to find a few scrolls tucked away somewhere. Honestly, I liked his Lovecraftian snake-man origin better than the comic's "he was a failed used-car salesman turned global terrorist", especially as we actually got TWO episodes with Lovecraftian monsters in them in the series proper - Destro's family worshipping one or more monsters in a pit in the basement of his family estate, and that time CC set free an eldritch abomination (maybe the same one?) by offering to give it human sacrifices if it'd eat Serpentor for him.

Honestly, I've actually tried putting together my own Cobra-focused storyline in my head once or twice, adapting Cobra-la (though with a less stupid name). I had them as an ancient bio-tech & sorcery-based civilization that evolved from the dinosaurs and retreated underground to escape the asteroid that wiped out their primitive relatives. They've become increasingly detached from involvement in the human world over the centuries; CC was actually an aristocrat from their culture who argued that they should become more involved in "domesticating" these mammalian primitives who had evolved since the ice age, and was ultimate exiled for it. He's actually been bumming around in the human world for one or two centuries, which is how he managed to grow Cobra into the powerhouse it currently is, using a series of faked human identities and his own sorcerous talents.

Of course, this is CC's biggest secret and he does everything he can to hide the fact he's actually a serpentoid from everybody, which is partially where his cowardly reputation comes from. The other part being, well, if you're 300 years old and will live another 800 years, do you want to throw your life away?

This. The show and the comic have different tones. Cobra La didn't seem too crazy when there was an episode of Commander drawing his face on the moon. The comics were a bit more down to earth, with the character's gimmicks staying pretty grounded, even Serpentor's.

While there were occasional stories that went crazier (Star Brigade, the Transformers crossovers and other giant robots), Serpentor and the BATs were the craziest things that were introduced in the comics and stuck around.

The BATs are sci-fi, but they're very much an "it could happen" kind of sci-fi, while the comic origin of Serpentor is more grounded in human-cloning experiments and super-soldier plans.

If he'd worn something more normal when off the battlefield, comic Serpentor would probably have won over most of the haters over time.

Loved this version of the CC. Took nobody's shit, got nasty whenever someone tried to give him shit, and made everyone fear and respect him. Wish we could at least get a release of what they had planned for the second season.

Renegades CC seemed like he could put on a more soothing voice when he had his "disguise" on, and that's probably where he got the bulk of his company (both public and private). Still, it would be fun to see his original story in an animated series or whatever.
