Why did this show's quality fall so far after the first two episodes? I've watched up to episode 8 and nothing's come remotely close to the gang episode.

If you like shows that sucessfully follow a formula to its end, then you won't like XRA. Like the show, you have to be ever-adaptive against the shit it throws at you to truly enjoy XRA.
