Toys sell less now that every kid has a super comuter in their pocket and video game systems, the less demand for something is the shittier it becomes in an attempt to cut costs as there is not as much money coming in

Hasbro replaced their solid Marvel person who was a former 4" GI Joe lead with someone who is hardcare 6" only. Despite the sales not being their to support it, almost all tooling budgets have been pushed over to the 6" market while 4" got remolded with reduced articulation.

Hasbro reorganized how they report how each division is doing (removing things like "boys toys" and "girls toys") to cover how much Hasbro continues to lose in the action figure markets while recovering some of the missing cash in classic board game sales.

Hasbro is now convinced that only little kids want 4" figures and they don't have to do much while adults can be pushed to buy the more expensive 6" figures.

The 4" figures were priced upwards recently from $9.99 to $12.99 to cover more loses in the 6" market which has been stagnant the last few years with an abundance of unsold stock piling up while the $19.99 cost has been kept artificially lower than the $24.99 price they should be sold for.

For all of the crappy cheap toys for the kids, we're lucky enough to have more expensive figures now. There's the aforementioned Legends line, and then if you want to get more premium, stuff like Revoltech, Figuarts, Hot Toys... etc.

As a kid I wouldn't have dreamed of most of these characters being available at such quality.
