As the Steph fan, I don't know if I can agree that Steph's run was better written than Cass's first 35 issues or so (when Puckett left). I don't prefer it, because it's a bit too despairing, but it's tightly constructed (with a few wonky notes like that stupid meta who gives her speech and the aftermath), and firmly committed to its aesthetic.
I think the only thing starring Babs as Batgirl that comes close to either Steph or Cass's solo titles is Batgirl Year One, but that's not better, just about the same level of quality.
That being said, I think Steph's run is a masterpiece.

I am actually just developing a proper interest in post-Crisis Cass. When she was introduced I was a stupid kid, so she was boring because she was a girl. I've really enjoyed reading through X-23's past, and it occured to me that she and Cass are a lot alike, and I may end up liking her a hell of a lot of I invest the time.

Steph fits the role of what Batgirl should be better. Cass is the more intriguing character. The real shame of it all is that Cass needs to be Batgirl, not some other Batperson, or a non-Bat character, for people to care about her. Cass giving Steph the mantle should've been considered an organic, natural thing. Cass didn't need it to justify herself anymore, she could move on. But her own fans took it as a slight, thinking she had to be Batgirl. That mantle should be a stepping stone, not an endpoint.

Cass needed the bat to help her past her guilt and death wish. Having Bruce point on the right track was just that, helping her find sense of purpose.

Cass and Steph have one similarity, both have dad villains, David Cain being a super assassin and Steph dad being a goofy bad guy like classic Batvillains.

Because Dixon's run clearly had her establish herself as a more independent hero, but with the drawback of not having access to the training that she needs to get better, and slowly being drawn into the Batfamily to get that training. Then Dixon was fired, and the Bat-office froze her out of the Batfamily only to play You're Robin! PSYCH with her and then kill her off. Her time as Batgirl was a good balance of her seeking stability and support in the Batfamily through both Babs and Bruce (with bits of Dick and Damian) and being her own hero.
Steph doesn't need Bruce's approval - but it is meaningful to her.
