Hustler One would make a great villain in a Transformers' series. Human created caretaker AI pulling the strings from behind the scenes to further the species. I don't like Dragon Ball Super, but I really dig Frost.

While there's been plenty of seemingly "good" characters who get a lot of good press and save the day (in reality, they're manipulative villains) in comics, Frost strikes me as more dangerous and interesting than Frieza.

You know the old Machiavellian line about whether it is better to be feared or loved? Well Frost takes that adage and twists it to his advantage. He instigates conflicts across the universe so that he and his army could swoop in as liberators. He buys up all the war-torn planets and rebuilds them. Frieza was a simplistic conqueror; he genocides planets and sells them to other aliens. Frost is like a supervillain version of those multinational corporations in the Cold War by deliberately engineering social destabilization so that he could gain long-term concessions. And he does all sorts of charity work in the public eye and revels in it.

It's like a more fucked-up version of the Thunderbolts. Frost is responsible for countless casualties yet he's not as brutish as Frieza. Frieza is all about massive force and terrorizing people into submission so basically Grand Moff Tarkin and Palpatine's doctrine. Frost is Palpatine who took great paints to never reveal his true colors so that he could create an artificial hero worship for his exploits AND gain profit at the same time.

To me, the appeal is how justice is percieved and carried out by the various characters as well as the commentaries on society. Won't deny that watching Akane grow as a character, both in term of strength and beliefs was awesome though.

To me, I could see Akane, or a character similar to her being willing to work with heroes who respected the law, like Justice and Gauntlet. I could also see her training and recruiting heroes, if possible. In fact, I'd say that this organization would be a good place to put some of those the kids from the Avengers Initiative and Academy.

See, if I were writing this book, and god forbid, one day I will write for Marvel one day, that Agency would be introduced on a book which had the New X-Men, or kids from 2000s. Kids who essentially went against or had a grudge with society/authority.

This group could essentially be the sometime ally, sometime enemy villain. They aren't evil, controlled by Hydra or anything like that. I mean, there could be a few plots where some agents were renegades/spies, but those would need to be few and far between.

The system would also likely be willing to work/accomdate heroes for the most part. However, they would be willing to kill those who they saw as getting out of hand. The biggest problem is keeping characters like Akane decent and moral in that sort of setting. I'd say the way to ensure that is while Akane follows orders, she also chooses the most moral option if it is avaliable to her. Kind of like what she did in the first episode of both Psycho Pass seasons.
