I think if you imported her TT2003 personality and then had her move on from Trigon, she could work.

Maybe something like the following premise: After Trigon is defeated, Raven announces she's leaving the Titans. When Trigon was denied, he took his demon blood ball and went home, leaving Raven substantially weaker than she used to be. She does retain a fairly impressive knowledge of magic.

Borrowing from her recent miniseries, Raven moves in with her Aunt and tries to adjust to a normal life, emphasizing the fact that Raven was raised in Azarath and so a normal life is completely foreign to her. Unlike the miniseries don't have her simply empathy powers everyone into liking her. TT2003 Raven is less likely to be bothered by negative attention anyway.

Start tying her into the mystic side of the DC universe, but otherwise cut her off from the big picture stories of DC (its still fine to acknowledge her tenure as a Titan, but make her former teammates cameos, not supporting cast). Dredge up some C-list and below magic villains to redevelop as her personal rogues gallery along with a few new creations.

One idea I like is perhaps having Dr. Fate groom her as a potential successor (maybe an additional one or two other potential successors to keep things interesting and expand Raven's supporting cast).

I imagine it's put on with an adhesive and is rarely taken off. It's a mystical gem on her Anja cakra, not a source of her powers, but an important tool for meditation. It opens up mystical dimensions within and without, and probably seals some forces within herself, making herself vulnerable if she took it off.
