The difference you find between most western "tomboys" and eastern tomboys is that eastern tomboys are still feminine when it counts.

Western tomboys are just being themselves, which is usually some form of "strong, outgoing, and sporty" archetype. They have no interest in the feminine, or the feminine aspects they do have is naturally expressed in their character.

Eastern tomboys are different. The feminine is something they are ashamed of. The masculine side of their being is a front, or at least only how they act in public. The appeal lies in breaking down that barrier, to get to know the real feminine girl behind the tomboyish aspects. Having a girl who only acts girly for you, and no one else, is the height of taste. No one wants a bulldyke who acts like a man 100% of the time. Men want someone who will be vulnerable, but only for them. Bringing out this feminine side is difficult, but that's the fun of it.
