Right now cover artists at the big 2 seem to have one of the best gigs in the world. Making somewhere in the $400+ range for a cover, where they have to do less work than a normal page. No paneling, no page composition, often no background, often just a single figure.
If I were DC and Marvel I would put my cover artists to work. The cover is what gets people who aren't dedicated readers (of the title or in general) to buy the comic. It gets kids to beg their parents to buy the comic. I'd have them draw covers like Neal Adams and Curt Swan would do in the silver age. If nothing else they're fun little one off vignettes every issue instead of boring pin ups.

That actually is what they do. Marvel was doing that for a while - it just didn't help.
If the interior content is crap, no cover is going to help. It's that old 'lipstick on pig" bit.
