The latest great experimental Ukrainian animation probably was pic related. It's fully animated on Kyiv studio Borisfen-Lutece. I believe the series were animated here too.

Lascars had its own distinct style, but I wouldn't go as far as call it experimental - there's nothing particularly unique in its story, characterization or animation technique.
