I actually really like how oversaturated the character designs and the backgrounds are. Everything has like 10000 little details on it that you only notice later, and it helps ground in that Throne is pretty much a hectic mess of a city.
Take Oscar's ludicrous outfit for instance. Why the hell does he have five or so belts over his pimp coat? Why does one of those belts have a fucking "OPEN" sign hanging from it? Where did he even get it from?
I have no idea, but it actually adds to him that he dresses like this. I think it's because it implies that he did SOMETHING to get that OPEN sign, we don't know what exactly but it's a good cue that he leads a life full of adventure and felony.
