He did but he did it for a noble reason. I mean, you can even see the consternation and self-doubt on his brow in your picture. But it takes a certain level of conviction, strength of character and capability to take fixing the world into your own hands. The unrealistic thing is to expect to do it with zero casualties. The ethical thing is to do what's best for the most amount of people which is what he did. Every one of the Watchmen is their own kind of hero with their own ideals, the book dares to posit that Ozymandias' pragmatist sensibilities were the only ones which could actually save the world, even while someone like Dr Manhattan exists.
