The original is goofy fun and probably the best Sunbow cartoon, maybe rivalled by Inhumanoids or Visionaries.
Renegades is unironically great.
Everything else ranges from meh to shit.

I'm relatively unfamiliar with GI Joe, why are the villains so much more memorable than the heroes?

The humans are men in army uniforms.
The villains are a sexy Russian aristocrat, a Scot in a metal mask, creepy Corsican identical twins, and a guy in a helmet voiced by Chris Latta.
Also, a genetic amalgam of history's greatest villains in a snake costume. And a guy with an alligator.

The cartoons just passed over the era where Cobra got even weirder.

As with most action cartoons, the villains drive the plot, and the heroes role is reacting to try and stop them. The internal politics of Cobra, the alliances, betrayals, and attempts to overthrow the current leader, it had enough to run a show all on it's own.

In contrast, the cartoon versions of most of the Joes are fairly one-dimensional heroes, it's more fun when the focus is on ones with more personality, like Flint, Roadblock, Quick-Kick, Beach-Head, or particularly Shipwreck and Sgt Slaughter.

Snake-Eyes is the most popular Joe, but the cartoon seldom tried doing much with a mute character.
