Is that Animal Man turning his head into a weird tapeworm thing? Doesn't his powers usually work by adopting the function of an animal's ability without the form? Like, he flies like a bird, but without sprouting wings?

Since later Vertigo series(after the aliens redid his powers in 52) and New52 it's been that Buddy takes on physical attributes as well(it was to up the horror/body horror elements) but is has been inconsistent like we saw him flying without wings earlier in the issue

As others have pointed out his powers have been... inconsistent. Usually he gains the abilities without an associated physical mutation but sometimes he does shapeshift to match the trait.

But they used to. Their tone and mythos were the main difference originally, Buddy having The Red and existential/body horror elements and Vixen having tribal magic (till they all got tied together) and normal superheroic
