The Shadow is not that constrained to the 30s like most pulp characters are. Hell he was still going very strong in the 40s and would have continued if it wasn't for the multiple events that lead to his cancellation like Gibson being fired, Bruce Elliot shitting the bed, paper shortages, S&S going bankrupt, the war and comics upstaging the pulps and so on.
As long as you adapt the pulpy style of the character and don't try to shove trendy shit into his stories you can put him in any time period. The new Batman/The Shadow crossover is doing that just fine.

The scarf is not canon, it was a thing Kaluta and O'Neil added in the 70s DC series. It was never in any of the serials or drawings.
That bit of red around The Shadow’s face on all the pulp covers is the collar of his cloak, which is lined with red because pulps with the color red on the cover tended to sell well.
Kaluta probably mistook it for a scarf or just wanted to add something cool to the character, and it stayed there ever since.

Besides, it's not like it matters when the character can more or less become invisible and disguise himself at will.

The Shadow worked so well partially because he wasn't just an escapist fantasy, he was a resistance fighter. A mythical avenger to push back against all the crime and misery of the Great Depression. Alan Moore took a lot of inspiration from The Shadow when he made V. And there's not much that really warrants this kind of character today.

You can easily create a futuristic Shadow trying to fight against futuristic terrorists, or dismantle a corrupt government, or trying to set things right in a cyberpunk dystopia while gathering agents.

Let's come up with some ACTUAL GOOD IDEAS for a modern Shadow.

One thing that he'd have to take into account is the sheer amount of surveillance and recording equipment that's around these days. Clouding the minds of men is one thing, not showing up on sixty billion different security cameras is another.

What you have to do is shift his powers from hypnosis to electro-psychokinesis.

But as someone who has been a fan of The Shadow for more than a decade and has spent years writing down ideas for a revival, and has seen this character in need of one, this infuriates me on a very personal level.
This entitled imbecile has received the opportunity of a lifetime and he's pissing all over it to satisfy his ego.

Those karmic takedowns are great because they are deserved. They come at the end of the story after the villain's plans were uncovered and foiled and they are given to characters who are mass murderers or madmen bent on world domination or both. People who deserve to have a spectre of vengeance coming after them and wearing them down verbally, mentally and physically.

These are two lowly idiot kids who flipped out and decided to take revenge and kill people and that's it. Even if they weren't mentally ill and were just edgelords with guns it's still way too much for them.
For Christ's sake this is the kind of shit that The Shadow sends Joe Cardona or Harry Vincent to deal with on an ordinary Tuesday morning. The fact that he is not only there himself, but goes so far as to use his powers (which he generally reserves) and treat them like they are his fucking archenemies is all kinds of pathetic and stupid.

For a grown man to come in and murder some highschool students and then talk to them about how fake their despair and illness is beggars belief. No, even more than that, The Shadow is a reactionary force to injustice that cannot be handled by societies law due to the complications of corruption. He wouldn't be here. How would he even know it's happening? He has powers but he's not a superhero.

If you wanted to somehow, someway make this even VAUGLY Shadow appropriate, one of the shooters ought to fail to kill themselves but because they have a rich and powerful father, they get off on insanity defense and get shipped to Europe to a "mental hospital" that's really just a resort to keep the kid out of sight and out of mind. Also the father peddles cocaine. So the Shadow shows up and kills THE FATHER and hands the son OVER TO THE AUTHORITIES.

There is no Karmic Justice in murdering insane 16 year olds. It's the same kind of twisted power fantasy he's accusing those kids as having. And even though The Shadow is, admittedly, more of a villain who happens to do good things, he's self aware enough to realize that.

Which one ? There are dozens of them out there.

In all seriousness, The Shadow having vicious scars underneath his cloaked disguise is actually something that was from the pulps, particularly in the first ones before the Kent Allard identity was introduced. At times he was described as either having a ghoulish scarred face or just being outright faceless like Slender Man.
And since The Shadow doesn't technically have a real origin anyway this could still be canon depending on what you choose to believe.
