It would be more intellectually satisfying, but you'd need to make that the theme of the entire book.
For a four-issue arc, this is already rather a big piece to chew on, going directly to the emotional responses that got him there without discussing the merits of a free society vs a police state.
And a better conflict than CW2 any day.
