I think you're getting the "art" mixed up with the "layout/framing," OP. The art in Watchmen is really good for the most part. However, in the last third, the composition becomes really stiff by having 3x3 basic panels filling up pages with characters standing in bland shots in order to spout a lot of exposition.

The later points where Rorschach and Nite Owl confront Ozymandias were the worst offenders of this.

The basic 3x3 is intentional it helps make the dramatic moments pop out more because they break the 3x3 structure.
