Captain Hydra took everyone by surprise, managed to lock out or knock out most of the heavy hitters so he could wipe out the weaker resistance, and took the time to consolidate his base of power in order to stage an eventual worldwide takeover. Steve's victories actually made a hell of a lot of sense because this shit was prepared well in advance of anyone even knowing what the hell was going on, the resistance keeps its head low and takes whatever small victories they can because, surprise, they can't take Hydra head on.

Steve's just very well prepared, the entire setup to this event showed that he directly influenced current events to come to this point, Carol is the one getting supremely lucky considering her position is a lot more reactive than proactive.
