He had to grow up once Damian became Robin and they haven't figured out his character persona gimmick. Before Damian he was the token slightly experienced kid sidekick, who was learning shit all the time and kinda trying to be mature and responsible for his age.

I really think the detective route would be the best. Something relatively low key, with a new bird codename. More Dixon era crime solving, less straight bombastic city is on fire superheroics though obviously he has to do some occasionally. Maybe make him akin to Jason Bard, by crippling his leg so that he limps a little and uses a cane that becomes a telescope Bo staff. And his gimmick is that he does cold case work for Batman over stuff that Bruce doesn't have time to personally investigate. Make Slam Bradley a mentor character and Jim Corrigan, Bullock, Hardback, Chris & Montoya, etc. of the classic Bat detectives from GCPD part of his supporting characters by making them be the guys who originally worked the case that Tim is solving.

You could call it something like Gotham Case Files.
