Whatever they were doing to Shiro, it seemed more like they were filling him with implants and maybe performing quintessence experiments rather than cloning him if the Shiro's white streak=some sort of altean magic druid implant theories are true, which would make him pretty valuable.

The cloning thing might just have happpened because he turned out to be a voltron paladin and they wanted to have their own obedient one.

Ulaz didn't know he was a clone, his purpose wasn't combat but to infiltrate team Voltron from the start. Ulaz even frees him because he thinks he can help find the lions, the BoM escape was a complete setup.

Really think about it, why would the Galra bother cloning him for his combat abilities? They already have an endless army of robot drones. They want Voltron. Yeah, anyone who knows a decent amount of young guys will know one or two that are very Keith-like.

I think the point that Shiro is trying to make when he keeps insisting that Keith would make a good leader is that Keith has the smart, the quick wits and the sternness it takes to keep people in line and lead effectively; he just needs to learn patience and people skills/empathy to know how to keep all the parts of the team working smoothly and without personality conflicts. The patience he's working on; the people skills will come in time.
