They committed to an order of 78 episodes. That's six seasons of 13 episodes. They're just splitting the seasons 7 + 6 so we get a new binge every three months instead of every six months.
It's literally the same deal they have for Transformers Cyberverse and Micronauts. I think this is going to be the standard for cartoons.

I think it's obvious that "seasons" 1 and 2 of voltron were actually just Season 1 split into 2 parts.
