I feel like it's always easier to explain with examples and art when talking about art rather than just instructing with words, so I tried to put a collage together to better illustrate myself.

The way I went about it was I looked at art I liked and tried either to mimic their linework or to take influence from it. I would experiment with different brushes and programs then stick with the ones I liked for months, trying to improve upon it along the way (You can see all my early work using some of the same tools at the very bottom of the image). Not every program is the same and it really does affect stuff can feel. Storyboard Pro, which is what I currently use, has a very good build-in smoothing system where it just makes things naturally look good whereas something like Sai Paint Tool you have to work to get the same smoothness. I only discovered Storyboard Pro around 2016 even though I've already been drawing for over a decade, so it's not like you're going to fall in love with a tool right out the gate.

I would say finding a reference point of what you want your art to look like is most important that way you won't be working towards a blind goal. Then try different programs, brushes, pen pressure settings, etc and see which is the most comfortable for you in achieving that result.
