Dick is a legacy character so he can't go back to being Robin. He'll perpetually be an ambiguous 20-something year old from now on.

Starfire is one of Dick's biggest love interests. Can't make her really young or else you'll upset shippers.

Cyborg was needed because Hal is the GL of the JL, not John, and Static is the only other black guy from DC casuals know but is stuck in Milestone hell. The movies are what made him graduate from the JL. If they had another popular black guy, then Cyborg would not have moved up.

Now NTT and the cartoon are what the comics are going to chase for forever. Raven and Beast Boy are the only ones left. Even Donna, Roy, and Wally are legacies so they also moved on and were allowed to get old.
