War Machine is the worst cast character in the MCU.

It's not that Don Cheadle can't act. I even like every scene he's in to be honest. He's just way too old for what War Machine is supposed to be and too skinny. It's like if they cast DJ Qualls to play Thor, (probably not that bad but still).

Well, Cheadle is 52 now, but he's playing a mid-tier (O5, LC) officer when he first appears and I think promoted to O6 between then and now; just under half of all active duty officers are 36 or older as of 2013, while the bulk of that portion are 41 or older (but no older than 62, or 64 for certain deferments).

Commissions for the USAF have to be earned before your 27th birthday (29 for prior service), but all non-NCO USAF officers must have flight time to earn their commissions (this is a requirement of any serious air force).

Generally, any officer who has not been promoted to staff jobs at the 20 year mark is bumped out of service with a thankyou letter for mommy, but there are occasional officers who fly into their 50s, even if it's unusual for them to do so. For Rhodes, given that he was originally assigned as a staff officer to watch over Stark and acquired the suit by Stark's permission originally (permission being key because while Rhodes could, and eventually did, fly it off to a USAF base, Stark was providing the maintenance until that time), it's reasonable that he's the only pilot with experience enough to operate what is a very important asset in terms both of versatility (compare it to the much lighter flight rigs used by the Falcon, developed for military use) and propaganda - no other nation has an Iron Man operating as part of its military, at least not on successful active duty. Therefore, and especially if we consider how likely it is that the USAF would need to recall the suit for repairs and upgrades only Stark is proven to be able to carry out, it's likely that Rhodes is the only suitable pilot candidate and thus returned to active flight duties despite being O6. There are plenty of older reservists and NG still flying at that age, too.
