It really all depends on the species, family, genus, ect. Also on how their own environmental pressures.

(On Earth) Eggs all start out the same, they always develop inside the female reproductive organ (or the female equivalent part in a plant). These are called a gamete, which only contain 50% of the DNA for a cell. These then get fertilized by another gamete, most often provided by a male sperm or pollen. The combined gametes form what is called a zygote, a fertilized egg cell that can begin mitosis and multiply rapidly, forming a blastula which will eventually form the rest of the fetus.

Where you are confused is the fertilization step, which can vary depending on species.

Humans (and mammals) have internal fertilization, it happens inside the female body. These then form a fetus inside (usually, fucking platypus) the human womb and then come out as a full formed baby when the third trimester ends.

Birds and Lizards use hard shelled eggs, an adaptation to let them lay on land while leaving the parents less hindered by their developing offspring. These are done via internal fertilization as well, just like mammals. However, instead of fully developing inside the womb, the mother creates a hard outer layer to the egg and then ejects it from her so that she can go about her own thing. One interesting thing to note between birds and reptiles (lizards in particular) is that if some reptiles don't get fertilized, they will absorb the egg and nutrient provided for the egg back into their self; this is a product of reptiles living in harsher environments and needing to conserve everything they can. SO even if some species have routine period cycles, they don't necessarily spit the unfertilized egg out if they don't do the deed.

Because someone will probably bring this up, some species will external fertilize and then incubate internally, like seahorses and some sharks.

Of course, these are also the standard, and don't account for the inevitable exceptions.

TL;DR So, to answer your question. Land species typically perform the sex then lay or internally incubate; water dwelling deposit gametes externally, then fertilize and let them incubate there.

And of course, all this high school biology knowledge goes out the window when we are talking about whatever the fuck Vengess are. When Wrathia is a lava-skin sun alien thing, Perdi has 3 eyes and a more human looking skin and hair, and their egg looks like cracked lava rock; who knows. Best I could theorize is that, as land dwelling species, they did the deed, she laid the egg (which probably is hard-shelled, like lava rock or some shit,) and it has a 20 year incubation cycle.
